Southwest Horizon School Division is seeking a detail-oriented and customer-focused Payroll and Benefits Administrator to join our Finance team. This is a permanent, full-time (12-month) position.
Southwest Horizon School Division is located in southwestern Manitoba, with Division Offices located in Souris and Melita, MB. The Division serves approximately 1,500 students and has a strong commitment to small schools and to delivering high-quality, innovative educational programming. There are 12 schools in our Division, supported by over 400 dedicated employees.
Reporting to the Secretary-Treasurer, the successful candidate is responsible for full cycle payroll functions for all employees within Southwest Horizon School Division. This position is responsible for the accurate and timely administration of employee payroll, benefits, and related employee services, including producing and maintaining personnel records in accordance with applicable legislation, Collective Agreements, and Division policies and procedures.
Responsibilities include:
· Process payroll for SHSD staff in accordance with collective agreements, division policies and procedures and for regular, part-time and casual employees. This includes set-up, maintenance, and distribution of salary information within a computerized payroll system.
· Enroll and maintain employees in applicable benefit plans.
· Prepare, balance, and submit remittances, statistical reports, statements, and summaries related to pay and benefits to governing external agencies.
· Complete, verify and process forms and documentation for administration of group benefits, Workers Compensation Board, and government related benefits.
· Respond to queries about pay and benefit-related matters, as well as composing letters of information and correspondence as required.
· Balance year-end salary costs to T4 summary, prepare and distribute T4 statements.
· Liaise with third party benefit providers, which includes but not limited to Manitoba Blue Cross, Pension Administrators, Teacher Retirement Allowance Fund, MTS Disability Benefit Plan and Group RRSP program.
· Maintain personnel records for all employees.
Required Qualifications:
· Post-secondary training in payroll, accounting, or business administration program, or the equivalent combination of education and experience providing payroll and benefits services.
· Demonstrated ability to handle sensitive information in a professional manner and maintain confidentiality.
· Demonstrated ability to prioritize tasks and meet deadlines in a fast-paced environment.
· Excellent oral and written communication skills, and customer service skills.
· Effective analytical and proven problem-solving skills, detail-oriented and capable of maintaining accurate records.
· Ability to maintain confidentiality and exercise discretion in managing sensitive information.
Preferred Qualifications:
· Minimum of two years’ experience administering payroll and benefits, preferably in a unionized environment.
· Completion of core level courses in the Payroll Compliance Practitioner (PCP) program.
· Familiarity with integrated financial, payroll and HR information systems such as Bellamy or Payworks.
· Knowledge of federal and provincial legislation and regulations pertaining to payroll practices.
· Ability to work independently as well as collaboratively.

Southwest Horizon School Division is now accepting applications for school bus drivers to provide safe and efficient transportation for students across our division. Training is provided and paid for to upgrade your license to Class 2 and for your school bus endorsement. Training Session dates still to be determined.
Spare or casual school bus drivers are an important part of our Transportation team. They are needed to fill in on routes & extra-curricular trips. Ride-along’s with permanent drivers are arranged, so that spare drivers are familiar with the route.
